There are examples in the documentation for the GoToolPanning class.
An modeless instance of GoToolPanning is installed in each GoView. It is autopanning (AutoPan is true) in Windows Forms, invoked with the middle mouse button just as in any Windows application supporting autopanning. It is manual panning (AutoPan is false) in Web Forms, invoked with the right mouse button.
