Redoing a transaction that moved a Part between Layers can insert the Part into the Layer twice

Changes for 4.0.5 Fixed redoing a transaction that moved a Part to a different Layer adding the Part to that Layer twice, if that Layer had lost parts outside of the UndoManager since the transaction was recorded. Performance fix for Pictures when drawing a very large image very small (2x2 pixels or less) for the first time.
