Shadow on a graduated panel

I have a graduated panel with a shadow applied to it but as you can see the bottom part of the shadow is getting cut off. When I remove the graduated panel it works as expected

Is there something I should be doing to get a shadow to work properly on a graduated panel?

What is your template? You can probably simplify it by eliding the stuff in the middle that has nothing to do with your “Graduated” Panel.
