Does the thick gray border that appears around the diagram, when displayed on the web, always show? Or is there a parameter that can be set that will remove it?

Check out the GoView.ScrollMargin… properties, along with GoView.ShowsHorizontalScrollButtons and ShowsVerticalScrollButtons.
