First, take a look at the default ControlTemplate defined for Diagram (and also for Palette and for Overview) in the GenericWPF.xaml or the GenericSilverlight.xaml files that are located in the docs subdirectory of the installation.

Then you can either apply a TargetType Style to ScrollViewer or you can replace the ControlTemplate of your Diagram.
