Picture Control Display of PNG with Transparent sections

Quick question. Does the Picture class support PNG images with transparency. According to the following website I think W3C does not recommend the use of transparent images. https://dev.w3.org/html5/spec-preview/the-img-element.html

Yes, the Picture class supports PNG with transparency and by default the output are PNGs with a transparent background.

The W3C specification only says that because, ages ago before CSS was ubiquitous, people used to use fully transparent images as spacers in web layout design. They aren’t talking about images that contain content but also happen to have some transparent parts.
